Heber Bouland was born in Washington, DC, in 1928, and resided there for twenty-four years. Most of his adult life he lived in the Maryland suburbs of DC.
Much of Bouland's career has been in analyzing community, housing, and economic development programs for the US General Accounting Office and the Connecticut Department of Community Affairs. He also directed relief and development projects in Africa, Central America, and the Philippines.
After Bouland's retirement he wrote a coffee-table book, Barns across America. He resides in Columbia, Maryland, with his wife, Dolores.
