The author believes the American public was not told the whole truth, especially about the war in Iraq. Woodward's intriguing picture, drawn through interviews, official records, and gossip, does raise several fascinating questions, but they are displayed in such an obviously slanted manner that it is distracting to the greater work. The actions and planning of the departments of State and Defense, plus the White House, are explored in depth, with special emphasis paid to Bush, Donald Rumsfeld, and Vice President Dick Cheney (and their assorted staffs).
